Dear Friend,

I want to alert you to legislation that, if passed, could result in your taxes being raised without giving you a fair say in the matter.

As you may know, a high capacity transportation service - also known as light rail - is being considered for Clark County.  I have serious concerns with how it would be planned and financed.

House Bill 1677 would allow the establishment of high capacity transportation corridors within Clark and Spokane counties.  It would also authorize transit districts to ask certain voters for sales tax and other tax increases - such as an employer tax of up to $2 per employee each month - to pay for the operation of light rail.

The problem with this legislation is it would authorize a carefully drawn taxation district that would shut most North and East Clark County residents out of the voting process. Without even a vote, these residents could be forced to pay higher taxes where they work and shop.  I think this is inappropriate; citizens should always expect a fair say when it comes to their tax burdens.

House Bill 1677 is scheduled to be voted on in the House Transportation Committee, on which I serve, Thursday at 3:30 p.m.  My colleague Representative Ed Orcutt and I encourage you to let your voice be heard.  Please forward this on to your friends and family around Clark County, and call or e-mail your state lawmakers.  You can find contact information for your state lawmakers by entering your address on this page. (Your address will not be recorded in a database; it will simply be used to find your legislative district).

I'm doing all I can to allow the people I represent a greater voice in the process.  I'll be offering several amendments to try to ensure that all of Clark County’s voters who would be forced to pay these taxes are protected.
